Urban Development Review Board (UDRB)

The purpose of the Urban Development Review Board (UDRB) is to review and recommend approval, approval with conditions or denial of projects within certain zoning districts as per Section 5.6.4.d, Section 7.1.1.2.10 and Appendix A of the Miami Zoning Code (Miami 21), based on the urban quality, compatibility and contribution to the architectural and social fabric of the City.

Urban Design AND UDRB Reviewer to add Unresolved comment with all applicable reason(s) for UDRB referral:
     1. Public Storage Facilities in the D1 and D2 transect zones - Miami 21, Article 6, Table 13
     2. Project exceeds 200,000 square feet - Miami 21, Article 7, Section 7.1.1.2.a.10
     3. The Planning Director deemed it necessary - Miami 21, Article 7, Section 7.1.1.2.10
     4. Brickell City Centre
      a. SAP Permit application involves a project in excess of two hundred thousand (200,000) square feet of floor area - Miami 21, Appendix E, Article 7, Section 7.1.2.a.1.i
     5. Design District—
      a. Gallery, Cantilever or Arcade falls within the First Layer in Established Setback Area and encroaches into the Public Right-of-Way (requires SAP Permit) - Miami 21, Appendix F, Article 3, Section 3.3.6
      b. Project is in T4, T5, or T6 and has an Arcade, Gallery or Cantilever or the addition of any Habitable Space above an Arcade or Cantilever (requires SAP Permits)
        i. T4: Miami 21, Appendix F, SAP 2.3, Article 5, Section 5.4.2.b
        ii. T5: Miami 21, Appendix F, SAP 2.3, Article 5, Section 5.5.2.b
        iii. T6: Miami 21, Appendix F, SAP 2.3, Article 5, Section 5.6.2.b
      c. Project is in T4, T5, or T6 and reduces the glazing standard for Facade on Retail Frontage, to provide between twenty-nine percent (29%) to a minimum of fifteen percent (15%) glazing - Appendix F, SAP 2.3, Article 5, Section 5.4.5.b
        i. T4: Miami 21, Appendix F, SAP 2.3, Article 5, Section 5.4.5.b
        ii. T5: Miami 21, Appendix F, SAP 2.3, Article 5, Section 5.5.5.b
        iii. T6: Miami 21, Appendix F, SAP 2.3, Article 5, Section 5.6.5.b
     6. Wynwood Norte—
      a. Project proposes art or architectural treatment of parking in the 2nd layer; or Development exceeds maximum lot area standards or maximum floorplate length, Miami 21, Appendix P, Article 2, Section 2.4.a

The UDRB meets the third Wednesday of every Month (except August) at 2:00pm at the City Hall Chambers, 3500 Pan American Drive, Coconut Grove. Meeting times may vary based on agenda requirements.

The Project Architect or designee shall be present at the time of the submittal and prepared to respond technical questions regarding the project being submitted. The UDRB Liaison and other staff from the Planning & Zoning Department will review submittals, and, if accepted, the applicant shall provide payment to the Planning and Zoning Department. 

The Planning and Zoning Department reserves the right not to place items on the UDRB agenda if an application is found to be incomplete or if sufficient progress towards addressing provided comments has not been achieved.
