Analysis of Impediments to Fair Housing

Communities that receive federal funding from the U.S. Department of Housing and Urban Development (US HUD) must certify that they will affirmatively further fair housing (AFFH), as per federal, state, and local laws. To meet their AFFH obligation, these local communities must satisfy certain requirements including the research and preparation of an important document, every five years, that analyzes fair housing choice within their boundaries and also proposes strategies and actions to overcome any identified fair housing barriers, based on data and public input. That document, known as the Analysis of Impediments (AI) to Fair Housing, must be kept on file and submitted to US HUD.

The AI document must be developed with community input and should consist of an analysis of available fair housing data and issues, a prioritization of the issues that will be addressed in the next five years, and the action steps to be implemented to address the identified barriers.

The Department of Housing & Community Development gathered public input towards the preparation of the City’s next AI document in the Fall of 2023 via several different methods including a survey, direct comments, and two community meetings. The two meetings were held as follows:

The draft copy of the Analysis of Impediments (AI) to Fair Housing Choice FY2024-2028 will be available for review and comment for a period of no less than 30 days. The review and comment period begins on June 23, 2024, and ends on July 24, 2024. During the comment period, a paper copy of the AI can be obtained at the offices of the Department of Housing and Community Development, 14 NE 1st Avenue, 2nd Floor, Miami FL 33132, Miami City Hall, 3500 Pan American Drive, Miami FL 33133 and the Miami-Dade County Main Library, 101 W Flagler ST, Miami FL 33130, during office hours between 8 am-5 pm. Comments to the draft AI should be submitted in writing and received prior to 7/24/2024, via email to: rtazoe@miamigov.com, or mailed to 14 NE 1st Avenue, 2nd Floor, Miami FL 33132, Attn: Roberto Tazoe.
