RFP Workshop HOPWA funding for FY25-26 and FY26-27

The City of Miami is seeking Proposals from interested not-for-profit organizations to serve as project sponsors (HOPWA) to carry out eligible activities supporting the City’s Annual Action Plan goals and objectives for FY2025 (October 1, 2025 through September 30, 2026). The City will issue an online Request for Proposal (RFP) on Monday, February 3, 2025, 9 a.m., to allocate Housing Opportunities for Persons with AIDS (HOPWA) funds from the US Department of Housing and Urban Development (HUD) in the following categories: Tenant Based Rental Assistance (TBRA), Housing Quality Standards (HQS), Short Term Rental Mortgage & Utility (STRMU), Project Based Operating Support and Technical Assistance. The following is the approximate amount available for the HOPWA program (pending HUD confirmation of award): $12,000,000. 

The City reserves the right to use this RFPs for any future funding source received for services covered under said RFPs in FY2026/2027. Attending the workshop(s) is not mandatory but encouraged.

The City will hold one workshop for this HOPWA RFP, in person, as noted below. Potential applicants can ask and address any RFP-related questions at the workshop. The questions and answers from that workshop will be posted on this webpage within 48 hours of the workshop’s conclusion. Questions related to RFP can also be directed to rtazoe@miamigov.com by the RFP deadline of Monday, March 3, 2025, midnight.
