HOME-American Rescue Plan (HOME-ARP)
The Department of Housing & Community Development (DHCD) is developing a substantial amendment to their FY 2021 Annual Action Plan to include HOME Investment Partnerships Program-American Rescue Plan Act of 2021 funding (HOME-ARP). The City has been allocated $12,720,427 in HOME-ARP funding to implement via eligible activities to benefit qualifying populations. The City is required to prepare a draft HOME-ARP Allocation Plan (Plan) that delineates how it intends to use the funding in adherence to federal guidance and regulation.
HOME-ARP funds can be used on the following four eligible activities:
- Production or Preservation of Affordable Housing
- Tenant-Based Rental Assistance (TBRA)
- Supportive Services including homeless prevention services and housing counseling
- Acquisition and Development of Non-Congregate Shelter Units (NCS) - These structures can remain in use as non-congregate shelter or can be converted to: 1) emergency shelter under the Emergency Solutions Grant program; 2) permanent housing under the Continuum of Care; 3) or affordable housing under the HOME Program.
HOME-ARP funds must be used to primarily benefit individuals or families from the following Qualifying Populations (QPs):
- Homeless
- At-risk of homelessness
- Fleeing, or attempting to flee, domestic violence, dating violence, sexual assault, stalking, or human trafficking
- In other populations where providing supportive services or assistance would prevent the family’s homelessness or would serve those with the greatest risk of housing instability
NOTE: Veterans and families that include a veteran family member that meet one of the preceding criteria.
The first draft of the HOME-ARP Allocation Plan was issued on Thursday, October 27, 9 am, posted online and also made available in print format at the Department’s Offices at 14 NE 1 Ave., Second Floor, Miami, FL 33132, M-F, 8 am- 5 pm (excluding holidays). The comment period for that draft spanned from Thursday, October 27 through Thursday, November 10. ThePublic Hearing for the first draft was held on Tuesday, November 8, 5 pm, at Miami City Hall, Commission Chambers, and the public was invited to attend and comment.
The second draft of the City’s HOME-ARP Allocation Plan was issued on Wednesday, December 28, 2022, 9 am, for public review and comment. The proposed activities and funding recommendations to be undertaken with the HOME-ARP Allocation were noted and described. The draft plan was posted online and also made available in print format at the Department’s Offices at 14 NE 1 Ave., Second Floor, Miami, FL 33132. The latest draft went before the City of Miami Commission during their meeting on Thursday, January 12, 2023, 9 am, at Miami City Hall, Commission Chambers, 3500 Pan American Drive, Miami, FL 33133. It was approved via City Resolution 23-0016 and then routed to US HUD, where it was also approved. You can view the Plan at the link below.
The third draft of the City’s HOME-ARP Allocation Plan will be issued on Tuesday, November 26, 2024, 9 am, for public review and comment. The proposed activities and funding recommendations to be undertaken with the HOME-ARP Allocation are noted and described. The draft plan will be posted online and also made available in print format at the Department’s Offices at 14 NE 1 Ave., Second Floor, Miami, FL 33132. Comments to the third draft will be accepted through Wednesday, December 11, 2024 via email to communitydevelopment@miamigov.com or to the attention of Victor Turner, Director, City of Miami Department of Housing & Community Development, 14 NE 1 Ave., Second Floor, Miami, FL 33132. The latest draft will go before the City of Miami Commission for review during their regularly scheduled meeting on Thursday, December 12, 2024, 9 am, at Miami City Hall, Commission Chambers, 3500 Pan American Drive, Miami, FL 33133.
