Comprehensive Planning

The Comprehensive Planning Division is responsible for comprehensive and policy planning related to growth concurrency issues affecting the sound development of the City. The Division uses neighborhood master plans as the building blocks to update the Miami Comprehensive Neighborhood Plan (MCNP), which guides future development of Miami, and fulfills the City’s responsibilities under Florida’s Growth Management laws. The Division uses Geographic Information Systems (GIS) for coordinating the information mapping needs of the various City departments and offices.

Miami's Comprehensive Neighborhood Plan (MCNP)

The Comprehensive Plan is the tool that we use to plan for the future. It shows the City of Miami's residents, employees, visitors, and elected officials an image of the future. We prepare for the equitable and sustainable distribution of services based on anticipated future community needs.

Amendments and Legislation

We have to amend the comprehensive plan from time to time. Sometimes, we only amend the Future Land Use Map (FLUM). These amendments can be done in a couple different ways depending on various factors.

Development of Regional Impact (DRI)

Development of Regional Impact helps us prepare for future residents. We create a plan for Miami's future. The State of Florida approves our plan. We collect fees from development projects (future buildings). Then, we take the money and create new roads, fix current roads, and create cleaner air.

School Concurrency

The City of Miami’s Concurrency program analyzes impacts of changes to future land use and zoning designations to the city’s infrastructure. This allows the city to examine each requested change with regard to its ability to provide the various services that it has committed to providing.

DRI Fee Calculator

This form is available to estimate fees for development within the Downtown DRI or the Southeast Overtown/Park West DRI. If you plan to develop a project within one of these DRI areas, you can input information about your development program here, and the form will provide an approximation of what your DRI fees will be today.

Miami: Envision 2035/2045

The City of Miami is conducting an Evaluation & Appraisal Review (EAR) of the Miami Comprehensive Neighborhood Plan. This is a process that the City conducts every seven years, as required by state statute. The Evaluation & Appraisal Review, known as the EAR, gives the City an opportunity to examine its comprehensive plan and amend it to reflect the needs and demands facing Miami.

City of Miami Code of Ordinances

Miami 21: You can now view the Miami 21 Code of Ordinances on Codehub, which can be divided by article & appendix, searched, or bookmarked. The Miami 21 Code establishes standards and procedures for new development or redevelopment in the City. It also adopts the Miami 21 Atlas, which acts as the official Zoning Atlas of the City and is filed in the City Clerk’s office. The Miami 21 Atlas designates a Transect Zone for all lands within the City.

Planning Zoning and Appeals Board

The Planning, Zoning and Appeals Board is an integral part of the total process of planning for the future development and growth of the city. The board is to serve as an instrument of advice and recommendation in all phases and aspects of the comprehensive planning program authorized by Section 38 of the City Charter.
