A Special Area Plan (SAP) allows a property, nine (9) acres or more, to be master planned, which contributes to public improvements and Infrastructure like roads, parks, and other public services. An SAP creates greater flexibility for higher or specialized quality building and streetscape design.

Miami Freedom Park
"Miami Freedom Park" is the name of the Special Area Plan (SAP) that will redevelop the Melreese Golf Course. The SAP includes a soccer stadium, associated retail, hotel, office, and commercial uses. The SAP also includes the renovation of 58 acres of the existing golf course into a passive and active public park.
River Landing
“River Landing” is a Special Area Plan (SAP) totaling approximately 8.14 acres mixed-use stacked retail center located along the Miami River, bound by NW 11th Street to the east, a residential building to the West, NW N River Drive to the North, and the Miami River to the South.

"The Sabal Palm Village" is a proposed Special Area Plan (SAP) totaling 25.97 acres of residential, commercial, civic, and industrial uses. The proposed site is located at approximately 5175 NE 2 Avenue, 5035 NE 2 Avenue and 5125 NE 2 Court, which is bound by NE 54th Street to the north, NE 2nd Avenue to the west, Florida East Coast railroad Corridor to the east and Archbishop Curley-Notre Dame property to the south.
