Understanding ePlan and ProjectDox

ePlan is the City of Miami’s Electronic Plan Review System. It is a comprehensive digital platform designed to streamline the permitting process of submitting, reviewing, and approving construction and development plans. The system includes several integrated platforms such as iBuild, ProjectDox, OAS, and iPW, which allows customers to submit request and documentation for the Building Department, Public Works Department, Planning Department, Zoning Department, and Fire Department.

What Will I be Able to Do Using ePlan that I Couldn’t Do Before?

ePlan allows you to:

• Upload drawing/non-drawing documents without visiting the City of Miami.
• Monitor and track applications throughout the plans review process.
• View corrective comments and markups, download approved plans, view due dates, pull permits online.
• Add/Update contractors, threshold inspectors, architect of record, engineer of record information.
• Request an Expedited Review of Life and Safety Plans. 

Within the ePlan system, you can apply for the following permit types:

• Building applications except for Unsafe Structure – Partial/Total Demolition applications.
• Public Works – All Right of Way applications.
• Planning – All special permit applications will be reviewed using the City of Miami Electronic Plan Review System.
• Zoning - All special permit applications except for Address Changes.
• Fire – All standalone fire applications requests will be reviewed. 

Depending on the process you need to apply for to get your project started, you will need to start your application on one of the city's platforms.

Access the City of Miami's permitting portals: 

• Apply for a Building Department permit through iBuild.
• Apply for a Right of Way/ Public Works Permit through iPW.
• Apply for a Planning and Zoning permit via ProjectDox.

Regardless of your type of application (e.g., Building, Right of Way/Public Works, or Planning and Zoning), after you apply for the permit in the respective platform, you will need to upload your drawings and documents electronically via the ProjectDox portal. 

For drawings & plans to be approved, the City of Miami adds a seal (or stamp) to the upper-right corner of each page within the plan. (This does not refer to text documents such as LOI, applications, notification letters, etc.). Please ensure that you leave the upper-right corner blank (empty), per the below sizes:

• 8.5 x 11 plan requires a 2x2 blank (empty) area
• 11 x 17 plan requires a 3x3 blank (empty) area
• 24 x 36 plan requires a 4.5 x 4.5 (empty) area

If you are trying to upload a revision, please check that you are in the correct folder and ensure you have expanded the folder to view all options.

The system will allow you to communicate with city staff for updates on your project status and any additional requirements. 

After submitting your project through the ePlan system, you can easily track its progress. By selecting the “manage my project” tab, you will see updates from permit coordinators and can respond with revisions or questions.

You will also be able to see when different departments, like Zoning, Planning, Building, and Fire review your plans and provide their feedback. Thanks to the electronic system, these departments can review your project simultaneously, speeding up the process. 

Yes. City of Miami customers will be able to submit requests for all special permits except Address Changes using the City of Miami Online Application Submission (OAS) system.

To expedite the review process, the City highly recommends that all documents be submitted electronically.

However, some architects do not have a digital seal. If the plans are not digitally signed, and you are taking your documents to an outside agency, this agency must scan the documents and email them to City staff, and the City will upload them on your behalf. 

We hope our electronic system helps ease up many processes. However, if you need to meet with City staff, customers can visit the City and sign-in using our self-service kiosks located throughout the MRC to arrange a meeting with City staff and address any concerns you may have with the application.

No. The City of Miami will facilitate this process on behalf of the applicant.

After an applicant submits their documents electronically to the City, a representative from the city will apply and upload required documents to the MDC CPP system, and will track the application on their behalf. Any rejections or fees will be communicated to the customer through City of Miami ePlan system by a City of Miami staff.

ProjectDox is a web-based application, you need to use a compatible web browser (Google Chrome, Firefox, Safari, Edge, Internet Explorer, etc.). For all the browsers, you need to turn off pop-up blocker for the site. If you are planning to use Internet Explorer, you need to perform following additional configurations:

• Added ProjectDox to Trusted Site
• Install of ProjectDox Components (one-time only)
• Disabling the UAC (User Access Control) to install ProjectDox Components (one-time only)

To access a project in the ePlan system, you must be listed as an applicant or have the appropriate permission. Certain projects may be restricted based on your role or the nature of the project. If you are not listed as an applicant or need access to a project, please follow these steps:

• Contact the Primary Applicant: The primary applicant or the project owner can add you as a team member to the project. Reach out to them and request to be added with the necessary permissions.
• Request Access from the Building Department: If you cannot contact the primary applicant or need specific access rights, you can request access by contacting the Building Department at eplantechsupport@miamigov.com.  Provide them with the project number and your contact information and explain your role in the project and the type of access you require.
• Verification: Once your request is processed, you will receive an email notification. Follow the instructions in the email to access the project in the ePlan system.
