Welcome to our ePlan/ProjectDox FAQs page! Here, you will find answers to common questions to help you understand and navigate the City of Miami's Electronic Review permitting system. 

iBuild and ProjectDox are two components of the City of Miami’s Electronic Plan Review (ePlan) system, each serving different purposes in permitting process. iBuild is used for submitting and managing permit applications, while ProjectDox is used for the review and approval of the digital plans (drawings) and documents associated with those applications. These two platforms streamline the permitting process by allowing for electronic submissions and reviews. 

iPW is the City of Miami’s Department of Resilience and Public Works’ online permitting system where you can submit permit requests, upload supporting documents and plans, check request status, communicate with City reviewers, and print approved permits. The Department of Resilience and Public Works is committed to greater operational efficiencies and transparency at every stage of the permitting process.

The OAS platform is accessible through the ProjectDox portal. To access OAS, you need to have registered for a ProjectDox account.  

OAS is the City of Miami’s Department of Planning and Office of Zoning’s online application system (OAS). Through this system, you can submit permit applications online from anywhere, at any time. The Department of Planning and Office of Zoning is committed to greater operational efficiencies and transparency at every stage of the application and review process. Create and activate a free account, log into the system, and submit your application. After submission, you will receive an email with applicant tasks to upload supporting documents, project plans, or make necessary corrections. 

To see the assigned disciplines, from the ProjectDox home page click the Project Number, then click the Reports tab. Click Plan Review – Department Review Status link. A pop-up window will appear with the report. Click the + sign next to the cycle number and the discipline will be displayed under the Department column. You can also view the discipline by selecting the Plan Review – Workflow Routing Slip report instead. The discipline will be displayed under the Group column.

To contact Plan Reviewers, from the ProjectDox home page click the Project Number, then click the Discuss tab. Click the Add Topic button. Enter a title in the Topic field and click Additional Information Request from the Category dropdown menu. In the Comment enter your detailed message or inquiry. When you are done click the Save button. 

To view comments, from the ProjectDox home page click the Project Number, then click the Reviews tab. You can also view the discipline by selecting the Plan Review – Review Comments in the Reports tab instead. The comments will be displayed under the Type column.

 

To see the review statuses, from the ProjectDox home page click the Project Number, then click the Reports tab. Click Plan Review – Department Review Status link. A pop-up window will appear with the report. Click the + sign next to the cycle number and the review status for each department will be displayed under the Status column.

 

For Special Permit applications (applications that begin with PZ), contact the lead Planning or Zoning reviewer assigned to the application.

Please note that the request to void files must come from the Owner or Owner’s Representative, as listed on the application.

 

Files that have been uploaded to an application cannot be deleted as they are part of the public record; therefore, files can only be “Voided.”

  • For Special Permit applications (applications that begin with PZ), contact the lead Planning or Zoning reviewer assigned to the application.
  • If the Special Permit application is still in the prescreen process, email ePlanPZ@miamigov.com.
  • For building permits (applications that begin with BD), email ePlanBuilding@miamigov.com.

Please note that Planning Department policy is to administratively withdraw applications that have been inactive in the ePlan system for more than 180 days. Contact the lead planner if you have any questions or concerns about the status of an application.

 

The second page of the Special Permit application (PAP) may be signed by the Property owner or the owner’s representative.

If the property owner’s signature does not appear on the application, the PAP must be accompanied by a Power of Attorney or Authority to Act on behalf of the owner.

Applications that pass prescreen and that have not corrected ownership verification issues at the end of review cycle #2 will be administratively withdrawn and terminated.

The request to change the Applicant or project representative must come from the Owner or Owner’s Representative, as listed on the project application.

Applicants will be charged a flat fee of $100 which can be paid online using the Customer Number or Transaction ID that appears on the invoice. For more information on payments to the City of Miami, visit this page

For a permit to show inactive, it means it has not been updated for more than 190 days.

To inquire on the status of your inactive permit, please contact the specific department for review and clarification.

To contact Plan Reviewers, from the ProjectDox home page click the Project Number, then click the Discuss tab. Click the Add Topic button. Enter a title in the Topic field and click Additional Information Request from the Category dropdown menu. In the Comment enter your detailed message or inquiry. When you are done click the Save button.

No. In the ePlan system, a wet signature (a traditional handwritten signature) is not acceptable for digitally submitting plans and documents. Instead, a digital signature is required for the following reasons:

  • Security and Authenticity: Digital signatures ensure the signer’s identity and the document’s integrity, using encryption to prevent unauthorized changes.
  • Compliance: The use of digital signatures aligns with State of Florida regulations for electronic submissions, providing legal validity to electronically signed documents.
  • Efficiency: Digital signatures allow for faster processing in the ePlan system, enabling electronic submissions and reviews without the need for physical paperwork.
  • System Compatibility: The ePlan system is designed to handle digitally signed documents, ensuring clarity and readability in the electronic review process.

If you are registering as an Individual or Business, you can do it online through the iBuild portal. Please follow these steps:

  • Register to iBuild by creating an account.
  • Select Intake on iBuild portal.
  • Select Start New Application.
  • Select Create Account.
  • Complete required fields.
  • Activate account and begin new application.

To set up an account in iBuild follow these steps:

  1. Visit the iBuild Portal
  2. Click the Create Your iBuild Account button
  3. Enter your First and Last Name
  4. Enter a working and valid email address.
  5. Enter a Password twice.
  6. Click the Create Account button.
  7. Check your email inbox and spam folders for a Welcome email from iBuild to confirm your account and complete registration.

To set up an account in ProjectDox follow these steps:

  1. Visit the ProjectDox Portal
  2. Click the Create Your Account button.
  3. Enter your First and Last Name.
  4. Enter a working and valid email address.
  5. Complete the rest of the fields.
  6. Enter a Password twice.
  7. Click the Create My Account button.
  8. Check your email inbox and spam folders for a Welcome email from iBuild to confirm your account and complete registration.

There are two types of accounts within the iPW system: a Contractor Account, and a General User Account.

To set up a General User Account in iPW follow these steps:

  1. Visit the iPW Portal
  2. Click the Request an Account link.
  3. Select General User Account
  4. Enter your First and Last Name and Company Name if applicable.
  5. Enter a working and valid email address.
  6. Enter an Office or Cell Phone.
  7. Check the I’m not a robot box.
  8. Click the Submit button.
  9. Check your email inbox and spam folders for a Welcome email from iBuild to confirm your account and complete registration.

The OAS main page offers various services such as applying for special permits, building permits, managing plan reviews, making payments online, searching for a  property on a map, requesting zoning changes, reviewing covenants, applying for historic preservation, requesting vacation closures, applying for an assisted living facility permit, applying for special event permits, applying for public works permits, requesting a zoning verification letter, and requesting a certificate of use. 

If you are unable to see a project or task in the ProjectDox application, it could be due to a few reasons:          

  • Task Accepted by Someone Else: If someone else in your group has accepted the task, it will no longer be visible to you. In this case, you can request for the task to be reassigned back to you, if it’s not yet completed.
  • Task Completed: If the project or task has already been completed, there may be nothing more for you to do, and that’s why you can’t see it.
  • Person No Longer Works with the Company: If the task was assigned to someone who is no longer part of your group or with the company, you may need to contact your system administrator.
  • If you are still unable to see a project or task, and you have tried all troubleshooting steps above, you can contact the ePlan tech support at eplantechsupport@miamigov.com.  

To reset your password, follow these steps:

  1. Click the Forgot your password? link (in Build) or Forgot Password? link (in ProjectDox and iPW).
  2. Enter the same email you used to originally register with each application.
  3. Click the Submit button (in iBuild), the Go button (in ProjectDox), or the Reset Password button (in iPW).
  4. Check your email inbox and spam folders for an email with the instructions to reset your password.
